What happens to PDF in Safari depends upon what version of Safari and Mac OS X that you are using. I seem to remember a recent update for Adobe Reader enables Safari to open PDF files. When a link is activated in Office, the Office application hands the job of displaying the content over to Mac OS. Mac OS looks at the setting for the default web browser and passes the task on to whatever that application is.
